AntisymmetricMatrix ( rng R, seq() Q ) -> elt-alg^mat

Description

The n by n antisymmetrix matrix F over R, where #Q is (n-1)*n/2 and where the entries of Q, coerced into R, describe the proper lower triangular part of F, in row-major order.
